Does iframe itself count as a backlink?

Our situation is similar to YouTube. We have an original content on every subpage that is genuinely useful when embedded as a widget on 3r party websites. That is why we offer an embeddable widget that shows slightly simplified version of the content - exactly like a YouTube video embedded on your blog.
The embed code is simply an iframe sourcing from our subpage:

I would say, iframe src= counts as a backlink. To what extent is transfers the juice I am not sure, but I definitely saw the links inside MOZ backlinks.

Since Google can crawl them I am inclined to say yes however, I would imagine that it would not count as much as other types of backlinks. It certainly would not hurt to ask users if they found your content useful to drop a link back from their website as well.

Backlinks and SPAM
I was doing some back link review of competitors and I have noticed that many of our competition have 300+ do follow back links from Justia.com and an additional 300+ do follow links from law.cornell.edu (they share the same database). The links on Justia are from different pages and they are all going to the root of our competitors site. So the questions are as follows; 1: For the purpose of SEO is this considered SPAM 2: If not SPAM, then does it have a positive effect on the competitions website and should I attempt to emulate for my client. Backlinks From Scraper Sites - Should I Disavow Them?
I'm going through all the links (hopefully) to my website and I've found so many links from site scrapers. For instance: http://www.fzccg.com/cmsteam/dvbbs/boke.asp?zkhod76681.showtopic.148760.html ... which links to my site with anchor text "abercrombie uk How To Change Your Wiper Blades" It is surely not realistic to think that I can contact all the scraper site owners. So what should I do with this kind of links?

How good is a backlink that's in the footer
Hello, The strongest site in our industry (according to domain authority and excluding wikipedia) said that they would put a sitewide link to us in their footer. We're good friends with them. It would be right next to the copyright. Our site is nlpca (dot) com The partner site is nlpu (dot) com The link will say something like "More NLP Training" with the "NLP" as the link. We're targeting the keyword "NLP" How much will this move us up for the keyword "NLP"? Right now we're on the 3rd page for that term. I also want to make sure that it's a white hat move. Thanks!

Google cache my backlinks two days ago but i did not see results
I got some backlinks in quality sites, and google crawled this sites something like couple days ago, but until now i did not see any results, im stuck in second page, i got backlinks with the exact keyword. Do i have to wait a little more? Do i have to worry bout it? Thanks
