Backlinks and SPAM

I was doing some back link review of competitors and I have noticed that many of our competition have 300+ do follow back links from Justia.com and an additional 300+ do follow links from law.cornell.edu (they share the same database).
The links on Justia are from different pages and they are all going to the root of our competitors site. So the questions are as follows;
1: For the purpose of SEO is this considered SPAM
2: If not SPAM, then does it have a positive effect on the competitions website and should I attempt to emulate for my client.

I wouldn't do that if I were you it really seems like a "gray" to even a "black" hat tactic. It might work for now but in the future, it might create problems that you surely don't want. Mass link building to a certain domain or a chain of domains is not recommended at all.

Have Do-follow backlinks and No-Follow backlinks same value to increase Domain Authority in Moz? Recently, I have created 290 profile backlinks which was do-follow. NoFollow & Directory Scraper Backlinks
I was wondering how important it was to remove/disavow: NoFollow backlinks - many ("buy viagra" etc). Directory backlinks - many questionable/generic directories. Obviously the focus is the equity passing links but both of the above constitute a significant proportion of backlinks to the site - I've seen that "scrapers" are seen as natural and obviously NoFollow do not pass link juice - but does the sheer number have a bearing and therefore make them equally important to address? Backlinks From Scraper Sites - Should I Disavow Them?
I'm going through all the links (hopefully) to my website and I've found so many links from site scrapers. For instance: http://www.fzccg.com/cmsteam/dvbbs/boke.asp?zkhod76681.showtopic.148760.html ... which links to my site with anchor text "abercrombie uk How To Change Your Wiper Blades" It is surely not realistic to think that I can contact all the scraper site owners. So what should I do with this kind of links?

What is the best way to go about building backlinks?

Should I Use a Backlink Plugin
One of my clients recently asked me if he should use a Wordpress plugin to create backlinks to his website. He mentioned WP-Syndicator as an example. I just redesigned his website and I'd like to ensure that he gets a bit more traffic than he was before. Should I suggest that he purchase/use a Wordpress backlink plugin? How important are edu and gov backlinks?
I have heard that edu and gov backlinks are important but how so in a niche area like mine - real estate? Perhaps I am missing the point but I do not see how either type of site would ever backlink to a commercial real estate entity. If these are that important in theory, are they obtainable in practice?
