does <base> in html affect seo?

hey, just wanna know does <base> in head of website affect SEO? and if it's a yes, how?

The purpose of the <base> tag is to set a base domain for linking to elements within it.
Basically, what the base tag does is if you set your <base href="moz.com"> and you link within the document to "/community/q", then the link will take the user to "moz.com/community/q".
There is no effect in SEO besides the fact that you will be creating backlinks to the base site for each element that is referred directly, without a URL.

Due to Poor unsightly look of breadcrumbs and the space it takes up above the fold we only employ breadcrumbs on our desktop version. Breadcrumbs are hidden from view on mobile version. However as mobile first indexing is now in play what technical SEO impacts will this have? one thing that comes to mind is crawling deeper pages where breadcrumbs made them accessible in less than 3 link clicks? International Seo - Canada
Our organization is currently only operating in the USA but will soon be entering the Canadian market. We did a lot of research and decided that for our needs it would be best to use a subfolder for Canada. Initially we will be targeting the english speaking community but eventually we will want to expand to the french speaking Canadians as well. Changing CMS, are there SEO effects?
We want to change our cms from typo3 to CMS made Simple. We have done this already for another site and it effected the rankings. Have you got experience with this? What factors are important for SEO to consider? Is it normal when you change from cms the rankings will drop?
